When the ice caps melt, yes the water levels will technically be the same, but the form of water will be different. You can't get flooded with ice, but you can be flooded with water. The ice caps help keep water from flooding cities and towns, because the water is somewhere else, and it is a solid. When the ice melts, then it takes the form of water, and it spreads evenly across the ocean. So yes, there is still the same amount of water in the ocean, but in different places.
