This is the idea of backpacking projects on Scratch. It's happened to me multiple times and it's happened to other people, and it needs to be address #NoBackpacking
Note! The backpacking feature for scratchers is great! The definition of backpacking in the context here is downloading the sprites used in the project (along with adding all the code in the backpack area in the Scratch Editor) and then recreating the game that the stealer wants to copy. While the views gained on these copies are often times nothing compared to the original, but we don't want to get to a situation where the copies are getting more attention than the original creator.
