She does not attack humans that attack her back, she simply ignores them, but she will attack if she gets attacked too much. Lugia appears to ignore other Kaiju that aren't a threat, but if there ARE threats, than she quickly uses her psychic powers and use her energy beam move to injure them. Relationships: Humans: She does not appear to mind humans at all, except when they steal Rugia to research her.
