Not a game, but looks really cool! (yes they have legs and hair but they're hard to see) Also I'm not really sure how a game like this would work...
I just changed the pant the white shirt guy wears yellow pant and that police type guy is wearing jeans i also gave pockets and i added smiles on both of them also eyes and i changed the pants because you cant see them in black background but on gray and other backgrounds and i gave a spot on the yellow pant guy
