Play as the head of FIFA, as you accept bribes for money and send scapegoats by bribing them to keep your job! Click on "send scapegoat" to send a scapegoat! Please note that they can only be sent when you're in a controversy, and only if you have $5000. When you're in a controversy, your credibility gradually drops. Once you send a scapegoat, the controversy will clear away very quickly. When you're not in a controversy, and your credibility is below 20, it will recover slowly.
