Glitchysoft Chroma is a graphics engine that I've been working on for a while now. It's designed to be usable to create projects inside of, using its own custom blocks. It's still kind of a work in progress, but I've tried to clean it up so that if you know your way around scratch you can kind of figure it out. I will try and implement some kind of documentation at some point, to make it easier to use.
