The first level is the tutorial. The ability on the right has no cooldown but is usually weaker than the ability on the left, and the ability on the left has a cooldown. A new player character is unlocked on level 2 and level 6, these characters have special abilities and animations and are much stronger than the first character. Use the swap button to switch between characters.
