To claim a character/design, write the name of the design, your name for the design, why you want it / what you're going to use it for. If you didn't get the character, your comment will be ignored, as I don't like saying no (and theres a freaking ton of comments to). If you did win the char, in about a day, I'll say you've won the design and the character will say closed when it is claimed. If you win the char, you can post the design anywhere and use the char in ur art so long as a lil bit of credit is used somewhere. Ofc you can change whatever you want when it is urs including patterns, accessories, redesigns, colour palette, gender etc. I'd like it if the char gets used and please don't sell them for profit (ota, money, etc) ig dta, wta and re-freebee are okay? but not immediately.
