I hope that I captured the y2k theme well, i mostly saw photos of grunge style, so i decided to do something similar which looks a bit like a witch, as you wanted a y2k witch. For the color palette i made a mini version of the char, haha (:'D) please excuse the bad anatomy, it is so hard with a mouse! also added the song I was listening to when drawing.
