The world was almost destroyed by an unknown cause, and new found powers were discovered. The government created a huge facility for the survivors of the world that was plunged into chaos. They stationed two agents(Black and White) there to foresee the facility and report back. Ranks were established at the start, more powerful powers were in the top rank, 1. Purple 2. Red 3. Orange 4. Green 5. Yellow 6. Blue. Fights took place to establish ranks and see that powers were controlled by their users. Whoever won the fight went up a rank(Ranks are 0-6, more than one person can be rank 6/any other rank.) If powers could not be contained the user was stripped of life, unless able to control the powers in three days time. Life was not bad under these conditions, but some wanted to leave. The government was able to live freely, so why weren't they? Most could control their powers, it didn't seem like a harm..
