Pa'al Jovemi, sensing potential defeat from a now mostly-reunited nation, issues the order for Bloxoran citizens to begin evacuating to the PRNT, where he plans to set up a country for them just west of the PRoC. However, against his orders, Bloxoran generals keep the soldiers marching, heading straight for Bacon City.
