*FAKE* Before there were other methods of making givers via scripting, the ToolBag could be called with the tool requested inserted in game for tool givers to give the player a tool. It only worked if the tool was already inside the game, and that if the tool was parented to the ToolBag. This would be deprecated in 2003 and removed the following year after there was no need to use it anymore.
No footage or images from the david blocks playground/ developer environment has resurfaced right now, meaning no footage or images of the ToolBag in use has resurfaced.
