You may see them appear when a player is targeting you. 1: Targets random players 2: Targets the player with most badges (explained below) 3: Targets the player with least HP (shown as K.O) 4: Targets the players that are targeting you Badges are a bit like a currency. Everyone starts with 1 badge, and when you K.O (knock out) someone you get their badges. The more badges you have the faster your bow shoots. Your bow is automatically upgraded (i.e you don't need to spend them) and you can't lose badges (i.e you can't spend them).
