On May 30, the NHC began monitoring an area of disturbed weather over the Gulf of Mexico for possible tropical development.[26] An area of low pressure developed the following day, and the disturbance was designated Invest 91L.[27] The system organized into Tropical Depression Two at 21:00 UTC on June 1, while located off the west coast of South Florida.[28] Hurricane Hunters investigated the depression on the morning of June 2, and determined that it had strengthened into Tropical Storm Arlene.[29] Wind shear and a dry atmosphere prevented the system from intensifying further as it drifted southward through the Gulf of Mexico.
