i found this early mock up while searching sonic sprites on my files and it is no this is not cyber city or a hoax. but it is more likely the full version of death egg zone i didn't know that it originally used the tileset from wacky workbench with a different color pallet even it has blueish yellow and uses the sonic 1 sprite it is so weird that you can kind of recreate the color palette in css
its not a hoax at all its real look inside to see the proof
