SYNOPSIS: EXTRATROPICAL CYCLONE ARTHUR STILL WEDGED BETWEEN HIGH PRESSURE SYSTEMS. A high pressure system is located 400 nautical miles west of Seattle and another one is located in Wyoming. Constant snowfall is expected for at least a week in the warned winter storm areas. Up to 10 feet of snow is possible in localized areas. Extreme flooding is posssible in Western Oregon, Washington, and northwest California.
