This is probably one of the Add Yourself projects. Made for the "The World of Technology" Scratch Design Studio. Instructions: Place your character somewhere on the Windows desktop. Doesn't really matter where. Rules: You can add platforms or additional files, but otherwise do not mess with anything in the background. Don't remove or edit the loading screen or anyone's things that they added. Music is permitted, but must be quiet. Nothing inappropriate or scary that could go against the Community Guidelines. Keep everything kid-friendly.
