Okay, this is outdated. Chinese New Year is on February 10th. The story of Chinese New year (Lunar New Year) begins when this god invites thirteen animals to race across a river to be in the zodiac. (There are twelve animals in it, you’ll see the story of the cat.) The Rat rode on top of the Ox with the Cat in the race, but at the last second, the rat pushes the cat off the Ox into the river, which is why there isn’t a year of the cat.
