When Doctor Wily revived him, Bubble Man was upgraded to have better swimming abilities and his defensive abilities have been improved as well. He's definitely going to be harder then last time, but that's not saying much.
Not all bosses are created equal and this is a great example of that. Unfortunately, due to a lack of ideas and sprites to work with, his fight is a bit easy and bland compared to Metal man.
