Rules-- Have experience at drawing dragons at least to join. Have some experience in animating to join. No backdrops. Use only one sprite, however, if you really need too, you can use two. You can have any level of art to make a tne. Make the sky look like Part 4's. You may do some PMV. Follow the refs. Do as much AMV as you can. Follow the script. Include a watermark.
