Also she isn't a sibling of Chara and Asriel because she wasn't raised by Toriel. She was raised by Papyrus, caretaker of the ruins, aka Skele dad. She stands right before the Judgement Hall. She has learned how to summon attacks, just like Chara and well Skele Dad. She wears a hoodie and sweatpants most of the time because she mainly hangs out in snowdin. She had fallen when she was 3 months (Terrible parents am I right?). How she fell is a mystery known itself.
